March 2026 - Revolutionary FAR Overhaul (RFO)
Through TKG’s direct engagement with our customers in the field, it is evident that most Business Developers are not monitoring changes to the Federal Acquisition Regulation (FAR) and lack a clear understanding of the Revolutionary FAR Overhaul (RFO) (https://www.acquisition.gov/far-overhaul) and its implications for future Business Development operations.
The RFO initiative results from Executive Order 14275: Restoring Common Sense to Federal Procurement, and intends to “return the FAR to its statutory roots, rewrite it in plain language, and remove most non-statutory rules. In addition, non-regulatory buying guides will provide practical strategies grounded in common sense while remaining outside the FAR.”
The RFO will make the FAR less prescriptive, increasing flexibility for Government decision-makers in how they develop acquisition strategies, evaluate contractors, and conduct source selection.
Its full implementation will significantly change how Business Development operates. Government acquisition processes will be faster and more dynamic, meaning customer engagement is more frequent and responsive, with higher expectations for detail and insights supporting proposed solutions and their development.
The Government’s RFO goal is clear: “faster acquisitions, greater competition, and better results.” The time is now for organizations and Business Developers to begin adjusting how they engage, position, and compete in this changing environment.
