Federal Acquisition Regulation (FAR) Part 10 has been “refreshed”, and the changes are designed to make market research more flexible. Here are the highlights:
Market Research, Redefined
Market research now formally includes both formal and informal methods—from industry days and product testing to quick vendor surveys and database reviews. Agencies are no longer limited to lengthy RFIs.
Support for Non-Traditional Acquisition
The rule encourages market research to back up tools like Other Transaction Authorities (OTAs) and Commercial Solutions Openings, giving agencies easier access to innovation and emerging technologies.
Lighter Documentation
Not every purchase requires an excessive amount of paperwork. The update allows a risk-based approach—more notes for big, complex buys and streamlined documentation for simple procurements.
Commercial Market Intelligence
Agencies are urged to leverage commercial intelligence services, like subscription databases, analyst reports, and AI sourcing tools, aligning better with the private sector.
End-User Engagement
The update recognizes the value of internal feedback from program managers and end-users, so research includes real lessons learned.
Most changes took effect May 22, 2025, under a GSA class deviation, with broader adoption expected by October 2025. Agencies including GSA, DHS, and USDA are already using the new framework.
